There are several ways but the easiest(in my experience) would be with a web cam. If you have a web cam (if not go to Best Buy)it should have come with software that that would allow you to save the videos you record of yourself on your computer. If you don't have software, but you have a web cam that's working without software, then you can also just save the video to your computer.

Posting it:

Some sites have the option that allow you to upload the video file directly to the blog in question. You simply upload the file as you would a photo.

Other sites do not have this option so you would have to find a 3rd party site to host your video i.e. YouTube, You could then use the "embeded" code that they provide to post your video blog on a site that does not normally provide you the tools to post said video blog.

This is how it works only asd I understand it. There may be far easier ways that I don't know of. Let me know if you have any follow up questions.
