I have lived in Orlando for almost 8 yrs. Banked at the same bank, McCoy Federal Credit Union on Central Fl. Pkwy. & OBT.To my joy awhile back I saw it was gonna be improved. Yea!!!Then finally after many many months it was finished. Unfortunately to my shock, I saw that they closed of the only turn lane to 3, yes 3 seperate businesses.McCoy Federal Credit Union,Bank of America & Day Care Center. They took the entire lane away, WHY??? The only other way is to go left on OBT & take another left across OBT. Yea,left on OBT @ noon....LOL So anyway,I go to the bank on a rainy day do my best not to hit anyone while I make a U-turn on OBT & Central Fl.Pkwy. to get to my bank. But I can't forget, rain was backing up into the road, because the incredible designers decided for some strange reason to put an 1inch lip before the water can drain. I would love to here some explanation from the designers.

Paula,
I used to transport equipment for one of the largest road construction companies in Central Florida. I'm not familiar with the intersection or project, but it sounds as though the road isn't finished yet. A roadway is made of several layers of rock and asphalt. The individual layers are referred to as "mats" or "lifts". It's possible that the contractor building the road is not done with that section yet; needing to lay one or two more lifts before putting the final mat of what's referred to as the "friction coating". The friction coat should be perfect and at grade, allowing the water to flow into the catch basins.

Again, I'm not familiar with the intersection, but is it safer now, using traffic lights to cross traffic and make U-turns?

No the road has been finished for awhile. No it was much safer with a turn lane. Now you have to hope noone turns off OBT when you make your u-turn. So no it isn't safer & it is done.

Paula....From what you are stating, it sounds like you are coming from John Young Pkwy. so why don't you get into the inside left turn lane and make a u-turn. I know exactly where you are talking about. I have two comments about the so called improvements. I wonder if the traffic signals are high enough and why didn't they put in a left turn lane at Central Florida Parkway and Satellite Blvd. As for the latter I think it was because they didn't want to take out that ugly neglected palm tree in the middle.
