Neighborhood Subpoenas

Subpoenas were issued to more than 70 residents in one neighborhood in an effort to track down leads in drug and violence cases.  Why don't people come forward on their own?  Is this a sign that police are getting desperate?  Should prosecutors be allowed to subpoena this many people- and force them to miss work or school- without more solid proof these people witnessed a crime?

If you're not gonna snitch, you've got no right to bitch when you're neighborhood is overrun by crackheads, thugs and whores.
