I have a few comments to make about the murder of 4 year-old Jasmine "Juicy" Owens, and the "new policing plan" that was announced by the chief of police, today.

First of all, I think that the placement in the paper of all of this violence (6 overnight shootings with two murders) is telling. We have become so desensitized by all of the shootings, that even the murder of a child couldn’t break the front page, this story was buried on page 3. During a press conference scheduled to announce a new plan to crackdown on violent crime, Mayor Tom Barrett had this comment.

“Some gutless thug decided he would solve his problem by shooting a 4-year-old girl. What a tough guy. He can brag about that to all of his buddies that he took out a 4-year-old girl.”

Good lip service Mayor, but you have shown time and time again that you are unable, or unwilling to do what needs to be done to actually combat this sort of crime.

Another person that has always offered talk, but has never really supported the tough policing needed to combat these thugs, is Alderman Willie Hines. In a press statement issued today, he had this to say.

My heart goes out to the family of the four-year-old girl who was fatally shot as she sat outside her home on the 2800 block of N. 29th Street. This tragedy occurred in the 15th District, which I represent. It occurred in a neighborhood that I know intimately. How we got to this point is perhaps a matter of opinion, but the action we must take is not. There is a time to build community and there is a time to strike with decisive force. When fouryear- old girls are gunned down as they sit on their front stoop, we are well past the point of relying merely on our own grassroots community-building initiatives. We must strike fear in the hearts of criminals. We must put aside all differences and focus the full brunt of our police resources on making our streets safe once again. I implore citizens of Milwaukee and the 15th District to collaborate with police officers, especially those from the Fifth District. And I implore the Milwaukee Police Department to seek out innovative partnerships with concerned citizens, clergy and commercial entities.

If any individual has any information pertaining to the murder of the young child on 29th Street, please contact law enforcement representatives at the Fifth District Police Station: (414) 935-7252. Citizens can report anonymously.

I pray to God that he means it this time and is willing to support “the full brunt of our police resources on making our streets safe once again.” But Alderman Hines has a reputation for talking a good game, then failing to support the police trying to do their thankless job. Remember when Captain Frankovis, a proven crime fighter with a proven track record, who, after one of his cops was threatened by the thugs and was transfered out by Hegerty, Hines was one of his most vocal critics. Let us hope that this tragic death of a child has Alderman Hines ready to put his money where his mouth is.

We must strike fear in the hearts of criminals. We must put aside all differences and focus the full brunt of our police resources on making our streets safe once again.

The really frustrating thing is, after every particularly heinous crime like this, we get politicians posing for holy pictures and talking tough, then organizing a march through the neighborhood, and a week later it is all but forgotten.

Milwaukee needs tough policing, just like Hines called for, but we need to realize that this is not a short term thing, we need to hit the thugs where it hurts and keep at it. Maybe a good way that the Milwaukee Common Council could show their support for the police is to revisit the anti-loitering ordinance that they didn’t have the guts to enact last year. This would give our officers another tool that they can use in combating the thugs that have taken over our streets.

Getting back to Chief Hegerty’s plan, she filled us in today on her proactive policing, the sort of things that Captain Frankovis proved worked, the sorts of things that Alderman Bob Donovan, Sheriff David Clarke and retired MPD Captain Glenn Frankovis proposed a few months ago, and were immediately told by the chief, that she was already doing those things. The next thing you know, she will call for the National Guard and claim that it was he plan all along.

Already local NAACP president, Jerry Ann Hamilton is questioning the new policy. She fears racial profiling, but what we must do is THUG PROFILE!

Really good post. I recall when Capt Frankovis made the "thug" comment. We all knew it referred to law breakers. However, Chief Hegerty, in an obvious attempt to cater to some outspoken aldermen, relieved Frankovis from his command of the 3rd District.

The really sad part was the Frankovis had the support and respect of the community, and even more unusual, that of his personnel - which made him effective. His removal was a large backward move for that part of Milwaukee.

Now that Barrett has used the "thug" label, will he be censured in some manner, will he be "reassigned?" Hopefully, that will occur on election day.

He is also one of the people that applied for the Chief of Police position, so if Barrett is serious about fighting crime in this city, he has the opportunity... If you follow this link, it will take you to some of the real numbers from the districts where Captain Frankovis was in charge of, and you will see that the man knew what he was doing.

I agree BadgerBlogger, it should be labeled as Thug Profiling or Gangster Profiling. Criminals don't have a specific color. Sadly, in Milwaukee the large majority of crime happens in the inner city. The people in that area need to understanding and realize that the police are trying to do their job and , at times, they make mistakes. They basically live in a warzone. Imagine having to police a warzone.

On the other hand, the police need to step up response times and take every complaint seriously. Don't brush it off as another domestic dispute. Take your job seriously and act as if this is a war, because it is. These punks and thugs believe they have the right to carry guns and shoot randomly at people who insult them. They believe they have the right to take another's life. Now an innocent 4 year old's life has been taken. This is way more than sad. It's insane. The people in these areas struggle enough without having to worry about if they are going to be killed by stray bullets shot by idiots who feel they have a right to kill whenever they please. It is way past time to take action.

Also, don't tell me it isn't the clothes or the music. Look at the children recently shown on Fox6 as outstanding students. They weren't dressed like gangsters. They didn't use slang and talk tough. So, please, remember that when people cry racial profiling. If you look like a duck and walk and talk like a duck, you are a duck. How are the police supposed to know the difference?

"We must strike fear in the hearts of criminals." Yes. Finally. We hear all of the time how we need to change our everyday lives in order to "be safe". No, we need to go about our everyday lives in our usual manner. IT IS THE CRIMINALS, who should be forced to modify THEIR behavior as a result of fear. Criminals need to walk in a daily sense of overwhelming fear that they will be caught and punished with all of the devastating weight of the criminal justice system. Being convicted of a crime should send waves of fear through a criminal's body such that he/she wets their pants at the thought of it. Criminals should know tht if you commit a crime, YOU WILL BE CAUGHT AND YOU WILL BE PUNISHED. This means that we need all of the criminal just ice system to get behind this. Not just the police, but the DA, the courst, and the common council and legislature. We also need local leaders who call out wrong-doers and not just the ones who kill 4 year old girls. Every murderer, every thief, every drug baron, needs to know that the NAACP, pastors, community leaders, will be there calling for the maximum punishment for this criminal. That is the sort of mind-set that will change things. Every drug house, every prostitute hangout, every gang hangout should only operate with the community protesting in front of it. All of this has to become de rigour. I can assure you that criminals don't hang out at places where they are not felt welcomed.

My prayers go out to Jasmine and her family. The person who should have had that done to him should go to prison. An innocent child was doing what every child does play outside and she ended up a victim. Why can't these "thugs" see what is happening? Stop blaming everyone else on the reasons why the act this way. I sure didn't put a gun in their hand. Look at the parenting, the attitudes, thinking they are the word and no one else is. This is getting sickening. I keep going on and on but it is frustrating and upsetting. STOP THE VIOLENCE!!!!!!

Police will be in force this summer! They do the best they can with the resources they have. Too many times we hear the negative, not the positive side of their efforts. This I blame on the media. Unless you work there or know someone who does, you will never truly understand the sacrifice these men and women give, to try and make our community a safe place. It comes down to having respect for our fellow man, which includes children!

Very good post!!!! I am with you, talk is cheap. We need action!!! And political correctness always seems to make doing the right thing take a back seat. Our leaders have to put up or shut up. That poor little girl did not even make it to kindergarten!! I can't even begin to imagine what her family is going through. My prayers are with them.

I could not believe that the president of the NAACP even fixed her lips to mention racial profiling. That organization is stuck in a time warp. Crime and educations are the civil right issues of our day. It is time for the NAACP to catch up. It is time we do some thug profiling. It is time we make them feel very uncomfortable. Let’s strike fear in the hearts of the thugs!!

Lastly, if it walks like a thug, talks like a thug and acts like a thug, chances are it is a thug. We need to get all of them off our streets. Our kids deserve better than this.

I agree with all of these comments. The place that it has to start is home, which is does not look like it is working with some people, the next is the neighborhood and start scaring the "thugs" instead of the "thugs" scaring the neighbors, let it be the neighbors scaring the "thugs."

I agree with Basher51. I'm tired of the slap on the hand approach that the DA's, Judges, and other seem to take. We need the death penalty, we need severe punishments for criminal activities.
I have always thought that as a speies, human kind has been going through a devolution. We destroy everything around us incuding ourselves. Some more than others. The "thug" or hip hop culture has to be the worst in the destruction of any community. This "don't tell" proves that the black comminity has never and will never rise above its current standings. They don't want to! They wont even take a stand for the basic principles of education or that all life is sacred.

Yep, "The Alderman" Michael McGee /Jackson Jr. said it today on WNOV, he thinks that more police are a bad idea... I guess we should just leave it all up to him to fix the crime problems...

I hear (a rumor) that Alderman Zielinski is going to re-introduce the anti-gang ordinance AGAIN sometime very soon. Then we'll see how serious the mayor is about fighting his "thugs". He vetoed it the first time around and if he does it THIS time...... it's nothing more than "lip service" from this jackass. He needs to put his money where his big mouth is. This mayor is useless and so is the chief. Milwaukee is in big trouble and I blame the mayor and chief for not being tough on crime. How much of the chief's "crime plan", that she's implementing this weekend, came from Captain Frankovis, Sheriff Clark and Alderman Donovan????? Want to bet ALL OF IT!!! When the national guard comes roaring into town then we'll know for sure where the plan came from. Shootings EVERY night.....and it's not even summer yet. Way to go Mr. Mayor/ Mrs.Chief. Keep up the good work!

Yes, I posted this a few hours ago, it includes Zielinski's full press release.

Actually, Barrett didn't veto it last year, but he threatened to veto it, and he was able to convince a few of the cowards on the Common Council to help him kill it.

Alderman Hines says that he wants to get tough on crime, now is the time he can prove it by supporting this change in the law.

Badger Blogger... this could get very interesting. We'll see what the liberal democraps are made of. (We'll see if they have a backbone). My money says they'll fold. They'll give in to the NAACP and the gang-bangers. Any bets? Hines is a joke and if you watch the city channel (common council meetings) you'll see what I mean. Why is it Milwaukee has these clueless politicians???? I mean, we have SO MANY OF THEM. Can someone answer that?

THe City of Milwaukee government deals with street crime and violence by hding from it and pretending that it doesn't happen.

That is fine for them - where do they live? No where near me.

And I am certain that they have state-of-the-art alarm systems for their homes - I can't afford one.

So what should our city government care?

I say oust the current city government and elect people who are aware of what is happening and are WILLING TO DO SOMETHING ABOUT IT!

Is spending more money on this issue the way to go?
It's time concentrate our resournces on the good people in the City of Milwaukee.
All the money, and time spent has done nothing to ease the crime in the city. In my opinion it's getting worse.
My heart goes out to Jasmine's family. I only hope that some good can come from this tragedy.

My heart goes out to Jasmine her family and all the other inner city communities that experience crime everyday. There is alot to be said about the idea of fighing crime and it is unfortunate that it takes the life of a 4 year old child to draw the attention of those powers that be to form a task force on crime. Something does need to be done. If this happened in any neighborhood outside of the inner city, this would not be an issue or a topic of discussion. There needs to be a crack down on crime and it needs to happen now. I can tell you this... these young people have no fear, it is time to instill fear in them. In situations like this it is going to take a little bit of everyone to take care of this situation. People need to stop being afraid, people need to stop believing that snitching is bad, Parents need to step up. and the community needs to clean up. My prayers go out to Little Jasmine and her family and my heart goes out to whoever killed Jasmine and their families.

Wisconsin needs to allow good, law-abiding citizens to carry guns and to allow the good citizens to clean up the streets. There are not enough poolice officers to accomplish this task. The problem has become overwhelming.

See a thug - shoot a thug. 10 points.

The citizen with the most points wins.

WOAHHHHHHH Desert!!
That's a bit much.
Are you judging this thug on their clothes, their language? And a point system????
Now I think you've jumped the gun.
This is still America and we still have personal rights.

Guns are meant for personal protection.
We can not take a wild west attitude.
You may be shooting an innocent person.
I own guns and other weapons and would protect my family to no end, but I refuse to just start shooting people based on perception.
Also, if we all are going to be armed then everyone needs to be trained.
That's a law that should take effect.
Anyone who wishes to purchase a gun should have to be trained and then licensed.
